You forgot the rest of the commands in the linux-libc-headers 
instructions. Remove the glibc source and build dirs, copy the correct 
headers by following the book's instructions, and try glibc again.

Is this correct? You did "cp -Rv include/linux /tools/include? If so, 
this is wrong, and is probably the reason why you're having problems.
