I too do not have /tools/...
On x86_64, I have:SEARCH_DIR("/usr/x86_64-unknown-linux-gnu/lib64")
SEARCH_DIR("/usr/local/lib64")
SEARCH_DIR("/lib64")
SEARCH_DIR("/usr/lib64")
SEARCH_DIR("/usr/x86_64-unknown-linux-gnu/lib")
SEARCH_DIR("/usr/local/lib")
SEARCH_DIR("/lib")
SEARCH_DIR("/usr/lib");

I can tell you it is enough. I have built a KDE desktop with this 
configuration.
