You guessed correctly:

<TD BACKGROUND="gif/tablo.gif" WIDTH=8><IMG SRC="spix.gif" WIDTH=8 HEIGHT=1></TD>
<TD BACKGROUND="gif/tabob.gif" WIDTH=123 ALIGN=center VALIGN=middle BGCOLOR="#FFCC00"><IMG SRC="spix.gif" WIDTH=123 HEIGHT=3><BR><FONT SIZE=5 FACE="Arial,Helvetica" CLASS="arial5"><A HREF="festnetz/">Festnetz</A></FONT></TD>
<TD BACKGROUND="gif/tabro.gif" WIDTH=8><IMG SRC="spix.gif" WIDTH=8 HEIGHT=1></TD>

But it also seems that cell padding and cell spacing does not lead to
room between cells, which is unfortunate for tables (check
www.teltarif.de, the top "card" that reads "Festnetz" and "Jetzt am

That's true, however some seem to assume that they have table cells to
be a fixed area in that they can do whatever pleases them.
